Siltation and accumulation of sediments
in the berth area at the Vanbro facility
located at 1900 South Avenue, Staten Island, NY., have caused shoaling that
impedes navigation. The Applicant is requesting a ten-year maintenance
dredging permit to maintain navigable access and to provide for safe under keel
clearance. The berth would be dredged in a minimum of two cycles, the first
cycle removing approximately 5,000 cubic yards on an immediate need basis
with an additional 5,000 cubic yards being removed in a subsequent dredging
event(s). The area to be dredged is 650 feet long and 50 feet wide and would be
dredged to a depth of 15 feet below mean low water (MLW), with a maximum
over-depth of 2 feet.
The slope of the northern
and southern inboard sections of the dredge prism will
provide a 3:1 ratio to ensure stability. Based upon the dredge limits and slope the
design depth will be located over seventy feet (70 ft) away from the tidal wetlands,
further reducing impacts to shallow areas of the wetland habitat and degradation of
adjacent habitats.
Material handling at
upland facility will be implemented based upon permit conditions
and control measures designed to minimize impact to marine resources. Dredging will
be performed during the authorized seasonal window. The removal of sediments will
utilize an environmental bucket with hoist rate restrictions to minimize suspended solid
generation. Sediment will be placed in an adjacent scow where the material will be
mixed with cement to solidify and stabilize the material. The solidified material will be
offloaded into trucks and stockpiled within a berm located over two hundred feet (200
ft) away from the waterfront. The berm will be constructed of earth and is designed
with sufficient freeboard to retain both solids and potential rainfall runoff. The material
will be screened to produce a classified select fill. The Applicant has submitted a
Beneficial Use Petition to the Department to use the amended dredged material for
landfill cap, road base material, or both.
