Project Title: Allied/BFI Waste Systems of North America, Inc. (BFI) Proposed Sanitary VIII Landfill
A public scoping session will be held at the Town of Niagara Town Hall on Tuesday, September 9, 2003 between 6:30 p.m. and 10:00 p.m. Copies of the Draft Scoping Document are available at the Town of Niagara Town Hall, 7105 Lockport Road, Niagara Falls; Earl W. Brydges Public Library, 1425 Main Street, Niagara Falls; LaSalle Branch Public Library, 8728 Buffalo Avenue, Niagara Falls; and DECís Buffalo Office. In addition, BFI will hold an Open House on Saturday, August 23, 2003 between 10:00 a.m. and 2:00 p.m. at 5600 Niagara Falls Boulevard in Niagara Falls.
Brief Project Description: The action involves the construction and operation of a proposed Sanitary VIII Landfill to be located in the central area of the existing BFI site. Of the approximately 370 acre site, about 160 acres contain closed or operational solid waste landfill facilities, 45 acres are closed intermediate or chemical waste landfill facilities, 6 acres consist of a water treatment facility, 30 acres are unusable due to location and proximity to existing on-site facilities, 15 acres are for site perimeter drainage or storm water retention, and 30 acres are reserved for site administration, offices and access. Therefore, about 84 acres exist within the center of the site for future landfill construction. The Sanitary VIII Landfill is proposed to be located in that acreage and would be entirely within the Town of Niagara.
Project Location: The BFI facility, formerly Niagara Recycling, Inc., is located on Niagara Falls Boulevard in the City of Niagara Falls and in the Town of Niagara in Niagara County. The site is bounded by the New York State Thruway I-190 to the east and north, Packard Road to the north and west, the Niagara Junction Railroad to the west, and Niagara Falls Boulevard and a Niagara Mohawk Power Corporation right-of-way to the south.

Niagara County - The Town Board of the Town of Lockport, as lead agency, has determined that the proposed Zoning Ordinance Amendment will not have a significant adverse environmental impact. The action involves an amendment of the Zoning Ordinance of the Town of Lockport by adoption of a Local Law providing for cluster developments in the Town of Lockport. The project is located townwide.

Erie County - The Town of Lancaster, as lead agency, has accepted a Final Generic Environmental Impact Statement on the proposed Adoption of a Comprehensive Plan for the Town of Lancaster. The project involves adoption of a Comprehensive Plan that addresses issues of land use, economy, community services, emergency services, recreation/open space, environment, population and housing. The project is located townwide.
