Positive Declaration and Public Scoping Session

Brooklyn County - The New York City Department of City Planning, as lead agency, has determined that the proposed Water Street Rezoning may have a significant adverse environmental impact and a Draft Environmental Impact Statement must be prepared. A public scoping meeting has been scheduled for Friday, September 19, 2003 at 10:30 AM at the City of New York Department of City Planning, Spector Hall, 22 Reade Street, New York, New York 10007. Written comments will be accepted by the lead agency through the tenth day following the scoping meeting. The proposal involves an application by Two Trees Management Co. to rezone from an M1-2 light manufacturing district to an M1-2/R8 (MX-2) Special Mixed Use district the western portion of the block bounded by Water Street, Front Street, Dock Street, and Main Street in the DUMBO area of Brooklyn Community District 2. The applicant is also seeking a Special Permit, pursuant to Zoning Resolution (ZR) Section 74-512, to allow a public parking garage in excess of 150 spaces, and to exempt the portion of the garage below 23 feet above curb level from definition of floor area; a Special Permit, pursuant to ZR Section 74-743, for a General Large-Scale Development (GLSD); and a Special Permit, pursuant to ZR Section 74-711, to modify the use regulations of ZR Section 42-10 to allow residential use in an M3-1 zoning district. The proposed rezoning area consists of Block 36, Lots 1, 3, 14, 49, 52, 53, and p/o 16. The Special Permit for the proposed GLSD includes all the properties above as well as Block 36, Lot 116, p/o Lot 16, and Block 26, Lots 33 and 38. The Special Permit for a public parking garage would apply to the parcel located on Block 36, Lots 1, 3, and 14. The Special Permit for the modification of use regulations to allow residential use in an M3-1 zoning district would apply to Block 26, Lot 38.
