The applicant has proposed
to install a Jet Air aerobic treatment unit for sanitary waste.
The proposed Jet Air unit will discharge through a perforated pipe in a stone trench to the
existing storm sewer which discharges to a tributary of Irondequoit Creek, a class C
waterbody. The proposed system will discharge 500 gallons per day.
The New York State Department
of Environmental Conservation has made a tentative
determination to issue a State Pollutant Discharge Elimination System permit under
Article 17 of the Environmental Conservation Law for this activity. As a tentative
determination, the Department seeks comments on the proposed regulated activity prior
to making a final decision on permit issuance. A draft permit is available for review at
the NYSDEC Region 8 office.

The applicant proposes to
expand the currently permitted sand and gravel mining
operation at the Willow Bend Farm property on Port Gibson Road in the Town of
Manchester by adding approximately 10.45 acres to the current 3.96 acre life of mine
area, increasing the extraction rate of minerals from 5,000 to 10,000 cubic yards per year
using mechanical equipment standard for mining operations, and extending the
operational life of the mine to 2012. No processing of mined materials is proposed, and
there are no other changes to the operation of this facility. Final reclamation will restore
the site to agricultural use. Upland reclamation will include the replacement of stockpiled
topsoil, and reseeding with an approved USDA SCS seed mixture, and will restore the
site to agricultural use. Application materials are available for public review and

A complete application has
been received in the NYSDEC Region 8 office from Yaws
Environmental Process Control, Inc. for application of anaerobically digested municipal
sewage sludge to farm land located on the Bruce Austic farm. The Bruce Austic farm is
located on the northeast corner of West Blaine Road and Log City Road in the Town of
Romulus. The municipal sewage sludge will be landspread over 79 acres of the Bruce
Austic farm.
The application materials,
as prepared by a licensed engineer, satisfactorily demonstrate
that the regulatory requirements of the Department's Part 360 Solid Waste Management
Facility regulations will be met in full. The landspreading site meets all the set back
requirements for residences, potable water wells, property lines and drainage ditches. The
sludge will be applied by either subsurface injection (approximately 6 inches below the
surface) or application on the surface and plowing under within 24 hours, therefore there
should be no impact to surface or ground water and odor should be minimal. In addition,
sludge will not be applied during rainfall or when the ground is snow covered, frozen or
saturated. Soil and sludge analysis will be conducted periodically to ensure that
regulatory thresholds are not exceeded. In addition, an annual report will be reviewed by
the Department.

The applicant proposes to
expand the currently permitted mining operation by adding
approximately 35 acres to the currently permitted 3.8 acre surface sand and gravel mine
on County Route 22 in the Town of Cameron. Additionally, the modification includes
on-site processing and expanded hours of operation. No increase in traffic from the site is
proposed. No other changes are proposed to the operation of the mine. Excavation will
be done by mechanical equipment, standard for sand and gravel mining operations.
Mining is proposed to remove approximately 900,000 tons of aggregate sand and gravel
over the operational life of the mine. Material will be stockpiled as unprocessed “run-of-bank”,
or processed with a portable crusher. Maximum processing rates for the crushing
operations will not exceed 150 tons-per-hour (TPH). Final reclamation will restore the
site to undeveloped land/open space. Reclamation will include the replacement of
stockpiled topsoil, and re-seeding with an approved USDA SCS seed mixture.
