Project Description:
The applicant proposes an expansion of an existing clay mine located approximately 2,000 feet east of Briggs Street Road, and 250 feet south of the Canadian border, in the Town of Westville, Franklin County. The Life of Mine area will be expanded from the currently permitted 4.9 acres to 17.0 acres. Activities will be consistent with currently permitted activities at the site. The site is part of a 24.7 acre parcel owned by Judy Stark. Operational equipment will include a bull dozer, track mounted hydraulic excavator, and dump trucks. Reclamation, upon completion of mining, will include the creation of two ponds, totaling 14 acres in surface area, and revegetation of all other disturbed areas.
State Environmental Quality Review (SEQR) Determination:
Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency:
NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination:
Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment:
Comments on this project must be submitted in writing to the Contact Person no later than Sep 19 2003.
