Project Title: Diamond Sportsmenís Club

Project Description: The project is Phase II of the Diamond Sportsmenís Club recreation camp facility. It involves the subdivision of 3,283Ī acres into an additional 25 camps for a total of 142 sites for the construction of a camp at each site. Phase I (i.e. 117 camp sites) was approved pursuant to Agency Permit 2001-217, issued June 19, 2002. Phase II involves the creation of 25 additional camp/building sites. The project also involves the relocation of three camp/building sites within the Resource Management portion of the property. The three Resource Management building sites will be relocated from East Hill and Bice Road to Power Project Road. The proposed camps will be subject to the same limitations contained in the original permit (i.e., no greater than 1,000 sq. ft., no basements or permanent foundations, use of outhouses and a grey water system for the kitchen sink, no utilities, etc.). Eight of the proposed camp sites (i.e. the three relocated sites and five new sites on Power Project Road) are located where public utilities and full wastewater treatment systems are allowed. Phase II also includes the replacement of the existing clubhouse with a new clubhouse, no greater than 1,220 sq. ft. in size. The new clubhouse will have electricity, a well and a wastewater treatment system. Phase II is proposed as the final phase of the project.

Project Title: NYS DEC

Location: Between Youngs and Inlet Roads, Town of Fine, St. Lawrence County

Project Description: The New York State Department of Environmental Conservation proposes to redevelop portion of old trails, an abandoned railroad grade and woods roads into a snowmobile trail in the Alice Brook Primitive Corridor, from Inlet Road East to the Young Road, in the Five Ponds Wilderness Area. Trail improvements involve four separate wetlands crossings and the loss of 96 square feet of wetland. Three small wooden bridges and one bridge to be 84 feet long will be constructed to span flowing water and wetlands. This development is specified in a proposed Unit Management Plan Amendment being reviewed by the Agency under separate cover.

Notice of Acceptance of Draft EIS

St. Lawrence County - The New York State Department of Environmental Conservation, as lead agency, has accepted a Draft Unit Management Plan Amendment/Draft Environmental Impact Statement on the proposed Alice Brook Primitive Corridor Unit Management Plan Amendment/DEIS. The action involves amending the Five Ponds Wilderness Area Unit Management Plan. The amendment is necessary to recognize that the Alice Brook Primitive Corridor exists within the Five Ponds Unit. The amendment provides for implementation of management actions in this unit that were anticipated as a result of the January 2000 reclassification of the Alice Brook Primitive Corridor within the Five Ponds Wilderness. These management actions will involve the reestablishment of the snowmobile trail within the fifty- foot wide Primitive Corridor. The project is located in the Town of Fine.
