The Department has
prepared a Draft Permit and has made a tentative determination to approve this
application. Barrett Paving Materials, Inc. owns and operates
a hot mix asphalt production facility located
at 14 Brandywine Avenue in Binghamton, NY. The facility primarily consists of one batch mix asphalt
plant with a maximum rated production capacity of 300 tons/hour. The facility is currently permitted
to
burn natural gas in the rotary aggragate dryer. The facility has requested a permit modification
to burn #2
fuel oil and waste fuel oil in the dryer.
The NYSDEC has completed
review of the application and has prepared a draft permit allowing for the use
of #2 fuel oil and waste fuel oil in the aggregate dryer. The draft permit includes a 495,000
tons/year
production limit of asphalt to ensure that facility emissions remain below the major source thresholds
for
Title V permitting. In addition, the permit includes limitations on the composition of waste oil
burned at the
facility and requires sampling and analysis of each delivery of waste oil received at the facility. The permit
also requires the facility to demonstrate a minimum combustion efficiency of 99%, and requires the facility
to perform annual tune-ups on the asphalt dryer waste oil burner system to maintain combustion efficiency.
