Amended Negative Declaration

Oneida County - The Rome Code Enforcement Office, as lead agency, has determined that the proposed Lowes Home Improvement Center will not have a significant adverse environmental impact. The action involves construction of a 162,000SF Lowes Home Improvement Center with two commercial outparcels on a 15.2 acre lot at 1186 Erie Blvd W. in Rome, NY. The site is located in a general commercial (C-2) zoning district which allows the intended use by right. It is bounded by Erie Blvd. W on the south, Gifford Rd. on the west and Liberty St. on the north. Parking for a minimum of 605 vehicles will be provided in front of the store.

Four entrance/exit drives will be constructed as a means of mitigating an increase in traffic on the Erie Blvd. W/Gifford Rd. intersection. Two will be on Erie Blvd W, one on Gifford Rd. and one on Liberty St. A new traffic signal is proposed at the far eastern Erie Boulevard entrance drive in order to further mitigate traffic impacts. The Gifford Road drive will encroach on an R-20 zoning district.

Proposed sewer and water would be by connection to existing City of Rome utilities. The proposed 10" water line would be into the existing water line along West Liberty Street, to the north of the project. The sewer connection would be at an existing manhole at 1188 Erie Boulevard. The Dept. of Public Works has indicated that adequate capacity exists in the sewer and water lines and at the Water Treatment Plant and Sewage Treatment Plant.

There will be three residential structures removed for this project and one commercial building (LaMonica Jeep) removed. Pre demolition asbestos surveys will be completed prior to demolition.
