Broome County - The Broome County Legislature, as lead agency, has determined that the proposed Broome County Landfill Permit Modification may have a significant adverse environmental impact and a Draft EIS must be prepared. The action involves modification of DEC Permit no. 7-0399-00027/00002, Condition 74 which restricts the placement of putrescible waste in Sections II and III of the Broome County Landfill after the opening of Section IV. The primary purpose of this action and permit modification is to allow the utilization of remaining airspace in Sections II and III before transitioning into Section IV and consequently continue their operation to a finished elevation of approximately 1650 feet. In addition to changing this condition, the Conceptual Closure Plans, the Design Capacity Report, and Fill Progression Plan would also be modified to reflect an increase in elevation. Other permit conditions to be modified include Condition 28: chain link fences and gates required around all sedimentation ponds and Condition 33: quarterly monitoring for BTEX in upgradient monitoring wells. The Final EIS for the Expansion of Broome County’s Nanticoke Landfill was published in 1984. This project represents a change to that action. The project is located in the Towns of Barker, Maine, and Nanticoke.
