The Glenn H. Curtiss Museum proposes to convert a C-46 aircraft to function as a sign to indicate the location of the Museum. The plane is to be placed on three concrete/steel piers, one under each engine and one under airplane’s tail section. Each of the concrete piers will be supported by an 8 ft. square and 2 ft. thick concrete pad that will be 4 ft. below grade.  The plane and concrete piers will be located within NYS Freshwater Wetland HP-3. The placement of the aircraft on the piers will use equipment and staging areas that are located outside of the wetland proper and within developed areas of the wetland adjacent area.  There will be less than 0.1 acres permanent disturbance to the wetland from construction of the piers. There will be no public access to the “sign” aircraft. A maintenance plan will prevent growing of woody vegetation in a specified area around "sign" aircraft, with the objective of maintaining the wetland area as a wet meadow that will allow visibility without compromising all wetland function and benefits. A compensatory mitigation plan has been developed which will involve plantings of Streamco willow and silky dogwood, which will provide additional shading of a protected trout stream that flows through wetland adjacent to the project site.
