ENB Region 3 Completed Applications 07/30/2003

The applicant proposes to stock up to 15 sterile grass carp in a 3-acre pond located within State-designated Freshwater Wetland GR-3 (Class III) for the control of nuisance aquatic vegetation.  The site is located on the east side of Dutch Hollow Road, approximately 0.5 mile south of the intersection with Penulonia Road.  In addition, a screen will be installed at the outlet of the pond to prevent the grass carp from migrating out of the pond.

The applicant proposes to restore a previously-existing in-stream pond through excavation of an area approximately 60 feet x 120 feet to a maximum midpoint depth of 4-5 feet.  The pond is within Jones Flat [Water Index No. D-1-82-5, Class C(t)], a tributary of the West Branch of the Neversink River.  The site is midway between High Falls Brook and Flat Brook, approximately 400 feet south of Ulster County Route 1.

The applicant proposes to hydro-rake aquatic vegetation from limited areas along the perimeter of Maltz Pond (situated within Freshwater Wetland RD-18, Class: II) totalling 1.1 acres.  The purpose is to open up access channels to open water.  The location is to the east of Swarte Kill Road, just north of the town line with Lloyd.

The applicant proposes to construct a 30 foot x 36 foot garage in a previously disturbed portion of the 100-foot adjacent area of Freshwater Wetland PO-16 (Class II).  The property is located approximately 1 mile west of State Route 9W, at 284 Mahoney Road in Milton.  The project will involve the placement of up to 25 cubic yards of fill to level the construction site.

The applicant proposes to mine approximately 120,000 cubic yards of shale from 4.75 acres of a 23.59 acre parcel of land.  The site is located on the south side of Huckleberry Turnpike, approximately 0.4 mile east of the intersection with NYS Route 32.  At the completion of mining, which is estimated to occur within two years after mining begins, the site is to be reclaimed for use as a residential subdivision.

The applicant proposes to construct a roadway within the regulated 100-foot adjacent area of Freshwater Wetland No. M-24 (Class II) to serve as an entrance to a 15-lot residential subdivision to be known as Mountain View Stables.  The site is located on the south side of Lucas Turnpike, approximately 1 mile west of the intersection with Alligerville Road. Construction of the roadway will involve the filling and grading of approximately 0.8 acre of the wetland adjacent area.  The remainder of the proposed subdivision is located outside the regulated area.

The applicant proposes to install a dry hydrant in Freshwater Wetland L-16 (Class II), and construct a gazebo with an attached floating dock at a previously-disturbed area within the 100-foot adjacent area of the same wetland.  The project sites are approximately 2,000 feet and 5,000 feet off an unnamed road east of Woodway Road midway between Boway and Spring Roads.

Applicant proposes to construct a single family residence on a 4.42 acre lot located at 5 Sniffen Road.  The property contains approximately 3.6 acres of State regulated wetland K-23 (Class III).  Development of this lot will require construction of a subsurface sanitary septic system within the 100 foot wetland adjacent area.  To provide increased water quality protection to the wetland, the applicant proposes to install an aerobic wastewater treatment unit (Norweco Singular Bio-Kinetic Wastewater Treatment System) for sanitary waste treatment prior to discharge to a 1000 gallon septic tank with outflow to the subsurface leach field.  Following site grading and completion of the septic system, a natural meadow planting restoration adjacent to the wetland will be implemented to provide an upland buffer.
