Negative Declaration

Ulster County - The Ulster County Resource Recovery Agency, as lead agency, has determined that the proposed Adoption of Updated Master Plan for Route 32 Property will not have a significant adverse environmental impact. The action involves the adoption of an Updated Master Plan for the continued development of the approximately 42 acre property owned by the UCRRA. The project is located on the east side of Route 32 in the Town of Ulster.

Westchester County - The Westchester County Board of Legislators,as lead agency, has determined that the proposed Security/Emergency Access Road for Detention Basins "A" and "B" will not have a significant adverse environmental impact. The action involves the construction of approximately 2,900 linear feet of a 14-foot wide gravel road and three 50-foot long asphalt transition road areas around the detention basins at the Westchester County Airport, White Plains.

Westchester County - The Westchester County Board of Legislators,as lead agency, has determined that the proposed Electrical System Upgrade will not have a significant adverse environmental impact. The action involves the upgrading of the electrical system at the airport including installation of approximately 9,500 linear feet electrical duct bank in a trench varying in width from 2 feet to 7 feet and 3 to 4 feet deep, installation of 26 manholes in holes 5 feet by 8 feet and 8 feet deep, installation of electrical switchgear at the King Street electrical station and an automatic transfer switch at the Purchase Street electrical station, enclosure of the existing switchgear at Purchase Street and construction of an approximately 2,000 sq. ft. airfield lighting vault 16 feet tall with associated site work, electrical gear, concrete pad and fencing. The project is located at the Westchester County Airport, White Plains.

Positive Declaration and Scoping Session

Dutchess County - The Town of Fishkill Town Board, as lead agency, has determined that the proposed Fishkill Landing at the Waterfront may have a significant adverse environmental impact and a Draft EIS must be prepared. A Public Scoping Session will be held on August 20, 2003 at 9:30 a.m. at the Town of Fishkill Town Hall, 807 Route 52, Fishkill, NY 12524. The project involves a total of 110.5 acres, of which approximately 22 are above the water line, with the balance of the acreage being below the water line of the Hudson River. The project specifically involves the construction of a residential and commercial development with restaurant and retail establishments, public and private waterfront access, public boat and kayak/canoe access and a town park. Seventy-eight (78) three-story, three-bedroom townhouse units, each with a two-car garage, are proposed as well as four (4) restaurant/retail buildings with thirty-one (31) second and third-floor rental apartments above the commercial uses. The project further includes a marina consisting of 82 private slips for the townhouses and 44 public slips for daily use. The public park will include parking and a public boat ramp. Additionally, approximately 100,000 cubic yards of sediment material will be dredged from the Hudson River in areas previously dredged to accommodate prior uses on the site. The dredged material will be placed on the site to raise the site above flood plain levels. The project is located on the east side of Hudson River west of the MTA rail tracks at the end of Industrial Way in the Town of Fishkill.

Westchester County - The Town of Yorktown Town Board, as lead agency, has determined that the proposed Town of Yorktown Comprehensive Plan may have a significant adverse environmental impact and a Draft EIS must be prepared. A Public Scoping Session will be held on August 6, 2003 at 7:30 p.m. at the Town of Yorktown, Town Hall, 363 Underhill Avenue, Yorktown Heights, NY 10598. The action involves a Comprehensive Plan for the Town of Yorktown.

Notice of Acceptance of Draft EIS And Public Hearing

Orange County - The Town of Cornwall Planning Board, as lead agency, has accpeted a Draft Environmental Impact Statement on the proposed Foxwood Subdivision. A public hearing on the Draft EIS will be held at 7:30 PM on Monday, August 4, 2003 at the Town of Cornwall Town Hall, 183 Main Street, Cornwall, New York. Comments on the document will be accepted by the Lead Agency through the end of business on August 18, 2003, or ten days after the close of the SEQR hearing, whichever is later. The action involves a request for subdivision approval for a 6-lot residential subdivision of lands within the Schunnemunk Agricultural/Scenic Overlay District, in the R-1 residential district, at the intersection of County Route 20 (Orrs Mills Road) and County Route 79 (Pleasant Hill Road) in the Town of Cornwall.

Westchester County - The White Plains Common Council, as lead agency, has accpeted a Draft Environmental Impact Statement on the proposed 221 Main Street Project. A public hearing on the Draft EIS will be held at 7:30 PM on Monday, August 4, 2003 at White Plains Common Council Chambers, Municipal Building, Second Floor, 255 Main Street, White Plains, New York 10601. The Public Comment Period ends: 10 days following the close of the Public DEIS hearing or August 14, 2003. The action involves new construction of an approximately 192 room hotel, 200 residential units and approximately 500,000 square feet of office use (for a total of approximately 1.1 million square feet of floor area) with the associated parking, to be constructed in two buildings, in addition to the construction of the Court Street as a new public right-of-way from Main Street to Hamilton Avenue.
