a tentative determination to issue the permits to the Town of
Arcadia for the Arcadia Water District #7 and associated Ganargua Creek crossing. The
Town proposes to take a supply of water estimated to average 38,500 gallons per day
from the Village of Newark's Canandaigua Lake source. The project includes the
installation of 57,500 linear feet of 8-inch water main and appurtenances to serve 192
existing residences and future development along Ryder, Sleight, Welcher, Norsen,
Arcadia-Zurich, Norris, Coleman Hill, Silver Hill and Sweed Roads and Vienna Street.

The applicant proposes to
expand this existing 21 acre surface sand and gravel mine by
the addition of 11.8 acres. The project site is property owned by Paul and Peter Stoep on
the east side of Layton Street Road, 900 feet south of Debusse Road in the Town of
Lyons, Wayne County. No other changes are proposed for the operation of the mine. The
mine will continue to operate as a traditional surface extraction of outwash sand and
gravels. Mining is not proposed for below the local water table. Excavation will be done
by mechanical equipment, standard for sand and gravel mining operations and materials
will be processed with a portable screen having a maximum capacity of 125 tons-per-hour. Final
reclamation will restore the site to agricultural use and will include the
replacement of stockpiled subsoil and topsoil, and reseeding with an approved USDA
SCS seed mixture. The reviewed life-of-mine expansion area is 11.8 (LOM) acres.
