The
applicant requests a modification to the existing State Pollutant Discharge
Elimination System (SPDES) permit, to allow an increase in the flow limit through the
existing Waste Water Treatment Plant (WWTP) from 0.55 million gallons per day to 0.85
million gallons per day. The effluent concentration and mass limits will not change. The
facility is located at 161 County Road 35, in the Village of Chateaugay.
The
Department has made a tentative determination to modify the SPDES permit
pursuant to Article 17 of the Environmental Conservation Law. This tentative
determination indicates that the discharge regulated under this statute is considered to
satisfy regulatory standards for permit issuance, based on information available to the
Department at this time. As a tentative determination, the Department seeks comments
on the proposed regulated activity prior to making a final decision on permit
modification.

The proposal is for the
taking of a supply of water from two newly developed wells in
order to augment the supply from the existing well (Well No. 1) which currently provides
an average daily production of 0.239 million gallons per day (MGD). New Wells Nos. 2
and 3 have sufficient yields to provide supplemental flows meeting the design average
day demand of 0.287 MGD and maximum day demand of 0.380 MGD necessary for the
district. The new wells are located off Algonquin Drive, approximately 220 feet west of
its intersection with NYS Rt. 30. Additional water supply system improvements are
proposed but, the size of the existing water supply service area for the Town of Wells
Water District No. 1, which is located in the vicinity of Algonquin Lake will remain
unchanged. WSA# 10512.
