Availability of Voluntary Cleanup Project Remedial Action Work Plan for Comment

Project Description: The site is located beneath an asphalt-paved parking lot that serves the Ames Plaza shopping center, which is situated within a strip of other retail and commercial businesses. The site was occupied by a dry cleaning establishment from 1974 until its demolition in 1985. A series of subsurface investigations completed in 2000 identified elevated levels of perchloroethylene (PCE) and its breakdown compounds in the soils and groundwater. PCE is a common dry cleaning solvent. A supplemental investigation performed in 2002 pursuant to a Voluntary Cleanup Agreement delineated the extent of the soil and groundwater contamination, which is confined to the immediate area, and has not migrated beyond the property boundaries.

The proposed remedy involves the excavation of contaminated soil to the NYSDEC's recommended soil cleanup objectives (TAGM 4046), followed by the application of a Hydrogen Releasing Compound (HRC) to address any residual contamination. A soil gas survey and a groundwater monitoring program will be implemented to evaluate the effectiveness of the remedy.

Following cleanup activities, the site will be restored to its current use as a parking lot.

Negative Declaration

Oneida County - The City of Rome, as lead agency, has determined that the proposed Home Improvement Warehouse and two out parcels, 1188 Erie Boulevard, Rome, NY and Lowes Home Improvement Warehouse will not have a significant adverse environmental impact. The action involves construction of 162,000 square foot Home Improvement Warehouse with two commercial out parcels, related parking, landscaping and traffic signal. The project is located at 1188 Erie Boulevard, Rome.
