Project Description: The project consists of the construction of a new Town of Brighton Highway Maintenance Garage. The project also includes the approval of the Town’s mining plan on the project site. The mining is an existing use that provides winter road sand for the Town’s winter maintenance program for Town roads. The existing Town maintenance garage will be demolished and removed from the site as part of the project. The Town is currently under contract to purchase a 4± acre parcel of land that will be merged with the Town’s existing parcel of land and will be utilized for the project. The new maintenance facility will be served by an individual on-site wastewater treatment system and well. Stormwater management and vegetative screening plans have been prepared for the project.

Project Title: Adirondack Leadership Expeditions – Jim Glaeser

Project Description: Adirondack Leadership Expeditions proposes to lease 656± acres from Paul Smith’s College to develop and operate a youth wilderness camp, a group camp. Phase I of the proposed camp will include the construction of an administrative building/infirmary and three wilderness cabins. The administrative building/infirmary will utilize an on-site water supply and conventional trench on-site wastewater treatment system. The cabins will utilize a shallow absorption trench on-site wastewater treatment system for graywater only, and will utilize a self-contained toilet system for sanitary waste. The applicant seeks approval for Phase I only. Phase II will consist of construction of three additional wilderness cabins. Phase III will consist of construction of two additional wilderness cabins. Phase II and III will also utilize a shallow absorption trench on-site wastewater treatment system for graywater only, and a self-contained toilet system for sanitary waste. Separate Agency approval will be sought for Phase II and III of the proposed project.

Project Description: The project involves the replacement of existing antennas and new antennas on an existing 100 ft. tower. Phase I includes the replacement of 3 existing omni antennas, the addition of two new omni antennas, a new generator, the relocation of the existing generator an the construction of the chain link fence around the perimeter of the site. Phase II involves the replacement of the 2 new omni directional digital antennas with a 12 panel sectored antenna array. The project site is the Oak Mountain Ski Center. The existing tower is located at the top of Oak Mountain at an elevation of 2,434 ft. above mean sea level.

Project Description: The action involves the replacement of an existing bridge on Fox Hill Road over Hans Creek with a new aluminum box culvert, including replacement of abutments and wingwalls, and improvement of vertical alignment of roadway during the summer and fall of 2003. A 0.05 acre area of wetlands will be permanently displaced by this replacement. A temporary detour will be constructed and used during the project which will temporarily displace 0.02 acre of wetland. A 0.23 acre temporary staging area for material and equipment storage will also be created. The 0.02 acre wetland displacement area and staging area will be fully restored as part of the project.

Project Title: Open Space Conservancy, Inc. & NL Industries, Inc.

Project Description: The action involves a two-phase large scale project pursuant to Section 572.6 of the Agency’s Rules and Regulations. The first phase will involve a subdivision of an 11, 273 acre tract of land whereby NL Industries, Inc. will convey 9,646 acres of land containing Preston Ponds, Henderson Lake, Harkness Lake, Lake Jimmy, and Cheney Pond to Open Space Conservancy, Inc. (OSC) and retain 1, 627 acres of land around its former mine and industrial complex. OSC has the contractual right to acquire a portion of the 1, 627 acres subject to the results of environmental testing for contaminants. This first phase subdivision will involve a two-lot subdivision in a Resource Management area and a three-lot subdivision in an Industrial Use area. The second phase of the project will involve the subdivision of the 9,646 acres by OSC into: (i) a 6,300± acre parcel to be conveyed to the State of New York for inclusion in the State Forest Preserve, (ii) 2,900± acres to either be retained by OSC or sold to a private owner for sustainable forestry purposes subject a conservation easement imposing best management practices, sustainable forestry, and retention of public recreation rights, (iii) a parcel of between 100 and 400 acres surrounding structures associated with the former settlement of Adirondac to be conveyed to a private, nonprofit entity subject to a conservation easement precluding further subdivision or development but allowing archeological research, historic interpretation, stabilization and/or reconstruction of the McNaughton House, and preservation of a blast furnace, and (iv) a 50± acre parcel containing the Masten House to be conveyed to a private owner subject to a conservation easement precluding further subdivision or development. OSC has contractual right to acquire a 463 acre railroad right-of-way from Kronos, Inc., a subsidiary of NL Industries, Inc., that extends south from the 11,273 acre tract to North Creek, NY, subject to the results of environmental testing for contaminants. Any subdivision or new land use or development involving the 463 acre railroad right-of-way would be included as par of the second phase of this project. Agency approval is sought only for the first phase of the project at this time. Final Agency approval for the second phase of the project will be sought in late 2003 or early 2004 once final lot boundaries and terms of conservation easements have been determined and other details clarified.

Notice of Tree Cutting at Scaroon Manor Public Campground

Warren County - Scaroon Manor Public Campground

Notice of tree cutting for road, utilities, and parking lot "A" construction at the proposed Scaroon Manor Public Campground, as described in the Unit Management Plan. A total of 84 trees, over 3" diameter breast high, have to be cut for initial work under Phase I improvements. All trees to be removed have been marked and tallied. The project is located East of Route 9, Town of Chester, Warren County, New York. These projects are included in the approved and adopted Final Unit Management Plan signed by Commissioner Crotty on August 19, 2002. This notice is given as required by Commissioner’s Organization and Delegation Memorandum # 84-06.

SERP Action - Negative Declaration

Essex County - Pursuant to the NYS Clean Water/Drinking Water State Revolving Fund and the State Environmental Quality Review Act, the Village of Port Henry, as lead agency, has determined that the proposed Village of Port Henry/Town of Moriah Joint Wastewater Treatment Plant Improvements will not have a significant adverse environmental impact. The action involves the acquisition of 1.187 acres of property owned by the Town of Moriah needed to construct the wastewater treatment plant improvements incorporating a new 90 ft. by 40 ft. control building, a new pump station and four 60 ft. by 30 ft. batch reactor tanks. The project is located on Bulwagga Bay Road, Port Henry Village, Town of Moriah.
