Croghan Compressor Station
proposes to modify their existing permit to allow an
increase in Particulate Matter (PM) emissions for emission unit 00002. This modification
is proposed pursuant to stack testing results for PM. The facility did not meet the PM
emission limits in their existing permit. Further investigation revealed that the PM
emission limit was based on the latest AP-42 emission factors. The emission factor was
the result of limited testing on only one turbine which is roughly ten times the size of the
Croghan emission unit 00002. Therefore, the Department modified the PM emission
limit to correspond with the previous AP-42 emission factor which was based on a much
larger test sampling. The recently completed PM stack testing showed compliance with
this emission factor. The Croghan Compressor Station compresses natural gas for
distribution throughout the state and is located on Old State Rd., Croghan, Lewis County.
This change would be a minor modification of their existing State Facility Permit which
limits emissions below Title V thresholds. The Department has prepared a draft permit
and made a tentative determination to approve this application for a modification of an
existing permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental
Conservation Law (ECL) and 6 NYCRR Part 201. The application, draft permit, relevant
supporting materials and regulations are available for review during normal business
hours at the regional office. Written comments may be made within the 30 day period
ending on the last filing date indicated in this notice. The Department may modify the
draft permit based on significant or important information raised during the comment
period. The Department may also schedule a public hearing based upon an evaluation of
the nature and scope of any written comments raised. Following the 30 day comment
period, the Department may then issue the final draft permit.

The applicant proposes to
implement an on-base herbicide management program,
utilizing the herbicide Accord. The application primarily focuses on the Main Impact
Area and is intended to maintain unobstructed line-of-sight for observation posts to target
areas. Application would be by aerial spraying. Approximately 223 acres is scheduled by
2003 with up to 15,133 acres considered for future treatment. Spraying is targeted to
upland areas, but coverage would encroach upon approximately 960 State regulated
freshwater wetlands.
