The Department has made
a tentative determination, in accordance with its
Environmental Benefit Permit Strategy, to modify the State Pollutant Discharge
Elimination System (SPDES) permit for the City of Plattsburgh's Wastewater Pollution
Control Plant. The existing permitted facility has a design flow discharge of 16.0 million
gallons per day of treated wastewater to the Saranac River, a Class C waterbody, from a
secondary treatment plant located at 53 Green Street in the City of Plattsburgh. The
permit modifications include: 1) a revised page reflecting the elimination of combined
sewer outfalls (CSOs) 004, 012, 013, and 021, and the addition of CSO 025, 2) effluent
limit revisions for phosphorus, from 70 lbs/day to 65.5 lbs/day, and addition of
monitoring requirements for phosphorus, 3) deletion of effluent limits and monitoring for
cadmium, silver, methylene chloride, toluene, trichloroethylene, pentachlorophenol, and
benzidine since the monitoring results for these parameters have been consistently less
than the SPDES detection limits, 4) reduction of the effluent limit for total copper from
17.0 lbs/day to 2.4 lbs/day, 5) deletion of the compliance schedules for chlorine reduction
and the phosphorus removal study, 6) replacement of the acute toxicity testing program
with a program to be done once every five years, 7) addition of a Long Term Control Plan
for the CSOs, 8) addition of updated Pretreatment Program Implementation

To replace a deteriorated
83 foot by 52 foot "L"-shaped, rock and concrete dock, having a
top surface 13.5 feet in width, with a concrete dock having the same dimensions and
footprint. The dock is associated with an existing single-family residence. A cofferdam
consisting of clean rock and steel sheetpiling will be installed around the perimeter of the
existing dock to facilitate construction of the new dock. Upon completion of
construction, the entire cofferdam will be removed.

The Town of Moriah proposes improvements
to its drinking water system, including
replacement of the filtration plant and new transmission mains. The following permits
are requested: Industrial SPDES - The Department has made a tentative determination
to approve a new permit (NY-0256081) for a proposed average discharge of 27,000
gallons perday water filtration plant backwash to Bartlett Brook (class A); a draft
permit is available for review. Protection of Water - for installation of six raw water
outfall pipes from the filtration plant to the banks of Bartlett Brook. The plant is
located to the south of Bartlett Pond Road in Mineville. The project also requires a
permit from the Adirondack Park Agency (# 2003-67).
