The Department has prepared
a Draft Permit and has made a tentative determination to
approve this application for the intial State Facility Air Permit for the Southport
Correctional Facility located at 236 Institution Rd. in the Town of Southport, Chemung
County. The facility
operates two 16.75 million
BTU/hr dual fuel boilers and one 10.46 million BTU/hr dual
fuel boiler, identified as Emission Unit 0-0MAIN, two CDRP generators, and exempt
combustion units. The dual fuel boilers use natural gas as the primary fuel and #2 fuel
oil as the backup.
The facility proposes to
limit or "cap" emissions to 194,480 pounds per year of Sulfur
Dioxide (SO2) by restricting the use of #2 fuel oil ( with a maximum sulfur content by
weight of 0.5% ) to 900,286 gal/yr on a 12 month rolling total basis. This facility wide
cap includes 650,000gal/yr for the powerhouse boilers and 250,286 gal/yr for exempt
combustion units and the generators included in the CDRP program. Based on these
totals, the permit includes federally enforceable permit conditions which will restrict or
“cap” the facility’s emissions of Sulfur Dioxide (SO2) and Oxides of Nitrogen (Nox)
below the Title V and PSD thresholds for a major stationary source under the Clean Air
Act and 6 NYCRR Part 201.
By accepting these state
and federally enforceable limits, the facility will not be subject to
Title V of the Clean Air Act. The applicant has agreed to maintain records that verify
facility emissions during any consecutive 12 month period. All required records must be
maintained on site for a minimum of 5 years and made available to the Department upon
request to verify compliance with permit conditions.

6274 East Avon - Lima Rd. in Avon.

The Department has made
a tentative determination to issue a permit modification to
Dickson and Sons Landspreading to allow the landspreading of sludges from the Village
of Dryden and the Village of Nunda Wastewater Treatment Facilities. The applicant is
currently in the process of testing the sludges to verify compliance with the criteria in the
recently revised Part 360 regulations. The facility has also applied for a renewal. No new
landspreading sites are proposed at this time. The file is available for review and
comment at the Region 8 office.
