Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

This Department has received a request to issue a permit and has drafted an Article 19 (Air Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit, at the facility located at Rome Cable Corporation, 421 Ridge Street, Rome, NY 13440. The Department has made a tentative determination to approve the application of the Rome Cable Corporation facility, a thermoplastic and thermosetting electrical transmission power cables manufacture. The State Facility Permit allows the operation of Emission units 1-00001, 1-00002, 1-00003, 1-00004, which includes tin coating of wire, blending of materials for insulating material, combustion sources, and thermoplastic application operations. The State Facility Permit also allows the facility to conduct a project to replace their 4 current boilers with 2 new boilers in a two phase construction scenario. The facility has capped out of Title V, PSD, and NSR permitting requirements by tracking and restricting its emissions of Sulfur Dioxide (SO2) below 100 tons per year for the project and the facility. The draft permit with conditions is available for review in the Region 6 NYSDEC office in Watertown, NY.
