Project Description:
The Applicant, TransGas Energy Systems, LLC, proposes to construct and operate a new 1100 megawatt combinedcycle cogeneration energy facility on the East River waterfront between the Greenpoint and Williamsburg’s North Side sections of Brooklyn. The facility will be fueled primarily by natural gas, with very lowsulfur distillate as a backup fuel. Heat recovery and delivery infrastructure for potential steam sales are included. The proposed facility will be located on an approximately eightacre site at the existing Bayside Oil Terminal at North 12th Street and Kent Avenue, in Brooklyn, New York. Combinedcycle cogeneration technology uses waste heat from the combustion turbine thermodynamic cycle to serve as the heat input to a conventional steam turbine. The combustion turbine cycle consists of a compressor, combustion and turbine sections. A generator is coupled to the turbine shaft to transfer rotational mechanical energy into electrical energy. The proposed facility will be configured with two power blocks. Each block will consist of two Siemens Westinghouse W501 F combustion turbine generators (CTG), two heat recovery steam generators (HRSG), one steam turbine generator (STG) and associated balanceofplant systems and facilities. Each gas turbine will burn natural gas and will be coupled to its HRSG, which will produce steam to operate the steam turbine and for steam export. To provide flexibility for steam export and help serve the Facility’s thermal needs, two auxiliary boilers have also been incorporated into the design. This project is subject to review pursuant to Article X of the New York State Public Service Law and the Applicant must obtain a Certificate of Environmental Compatibility and Public Need (Certificate) to construct and operate this facility. The Article X application was filed on December 24, 2002, and supplemented in March 2003. DEC Staff have reviewed the application materials and supporting documentation and have determined that the materials are complete for the purpose of commencing departmental review, pursuant to ECL Article 70 and 6 NYCRR Part 621. The Department will hold a Public Hearing on this application. The Department has prepared a Draft Permit and has made a tentative determination to approve this application. The Title V permit issued to the facility on 8/16/2001 has been modified based on the EPA Order of 2/19/03. Modifications include: added Permit Review Report as statement of basis; revised language for annual compliance certification, startup, shutdown and malfunction; and for prompt reporting of deviation. Conditions added regarding monitoring for NOx RACT, sulfur, particulate matter, supplier certifications, and added Episode Action Plan and Opacity Consent Order. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201. Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. It is recommended that an appointment be made to confirm the availability of the subject files. The DEC will endeavor to make the files available within 2 business days of contact, during normal business hours (8:30 am through 4:45 pm), unless the requestor wishes to inspect the files at a later date. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. A public hearing may be legislative or adjudicatory. A legislative public hearing is a proceeding which provides an additional opportunity for public comment. DEC's determination to hold a legislative public hearing will be based on whether a significant degree of public interest exists. If a legislative public hearing is to be held, a Notice of Hearing will be published which will include the time and place of the hearing and submitting comments. The applicant and all persons who have filed comments on the permit will be notified by mail of the public hearing.
