Title: Remediation Action Work Plan 1915 Erie Boulevard East
VCP Site Name: 1915 Erie Boulevard East
VCP No.: V00333-7
Project Location: Syracuse, Onondaga County, City of Syracuse, 1915 Erie Boulevard East.
Project Description: The site is a former used car sales lot, service station and a restaurant. The surrounding land use is commercial with some residential homes nearby. The property has been vacant for several years.
The site investigation, approved by the NYSDEC on September 7, 2001 was completed in October 2001 and consisted of site reconnaissance installation of ten (10) groundwater monitoring wells, and collection of soil and groundwater samples. Results of the investigation indicate subsurface portions of the site have been impacted by four (4) leaking underground storage tanks. Soil and groundwater contain contaminants from gasoline and lubricating oil. In addition, surface and shallow subsurface contamination from historical "poor housekeeping" practices exist at the site. It is not known at this time of the intended use of the site, however it is expected the site will be used for commercial/retail purposes. The purposed remedy will achieve removal of underground storage tanks and related petroleum contaminated soils across the site thereby reducing the exposure of petroleum contamination to the environment and the public. Previous investigation work on the site indicates that off-site problems are not likely. The remediation work plan includes additional installation of soil borings as well as an additional round of groundwater monitoring to assure contamination is limited to the site. Should post-excavation sampling indicate soil TAGM values or groundwater standard exceedances deed restrictions will be put in place. The site is served by public water and sewers. There are no known private wells in the area.
