The applicant proposes to modify and expand an existing 18.6 acre topsoil, sand
and
gravel mine by adding 6.3 acres to the Life-of-Mine (LOM) acreage. The project site is
the applicant’s property, the Bowers Topsoil Mine, located on South Corning Road
northwest of the intersection of Steege Hill Road in the Town of Big Flats, Chemung
County. The mine is intended to operate as a traditional surface extraction of topsoil and
sand and gravel. Excavation will be done by mechanical equipment, standard for sand
and gravel mining operations, and for removal of material below the local water table.
Mining is proposed to remove approximately 200,000 cubic yards of sand and gravel
from the expansion area. Material will be stockpiled as unprocessed “run-of-bank”, or
processed with portable equipment. Final reclamation will restore the site to open space
and wildlife habitat to include wetlands and deeper water ponds. Upland reclamation will
include the replacement of stockpiled topsoil, and re-seeding with an approved USDA
SCS seed mixture. Application materials are available for public review at the Regional
Office of NYS DEC.

The Town of Penfield proposes to remove an existing 8' dock and install a 4'6" x 35' permanent dock with a 10' x 20' seasonal floating dock within Irondequoit Creek located in Fresh Water Wetland PN-1(I). Additionally, the applicant proposes to install a staircase and accessible ramp to reach the dock in the Wetland Adjacent Area. The path will follow the existing contour and will occupy approximately 270 square feet to negotiate the existing slope. Excavation will be no more than 6 inches deep and wood chips will be used as the path surface. The proposed location is at 1135 Empire Blvd. within Irondequoit Creek and will operate in conjunction with the Ellison Park Wetlands Facility. The Heritage Christian Home will utilize the site to train its clients in canoeing other nature oriented activities, in addition to activities of the Town of Penfield and the Bay Creek Paddling Company.
