Proposed impact to 0.035 acre of Freshwater Wetland S-16 (class II) and 2.96 acres of wetland adjacent area, associated with development of Excelsior Park, a mixed use urban neighborhood.  Proposed disturbance to the wetland involves an internal access road and a stormwater infiltration chamber.  Activity in the adjacent area involves road grading, stormwater practices, portions of two buildings, and grading for three single-family homes at the end of Eureka Avenue.  A public trail (with elevated boardwalk) would cross 100 feet of wetland.  The project is located on Excelsior Avenue, at the southwest corner of Exit 15, I-87 Northway, City of Saratoga Springs.

The applicant proposes to construct a new drinking water filtration plant and storage tanks at the location of the existing water treatment plant on Reservoir Road. The new water treatment plant will be capable of treating up to 1.2 million gallons per day of water that will be used by the Village of Fort Edward. The project also involves the reconstruction of water transmission lines from the water treatment plant to and throughout the Village of Ft. Edward. A SPDES permit will be issued for the discharge of treated back wash water to a new discharge point, Reardon Brook a Class C(T) stream.

The applicant proposes to construct a 20 foot wide by 80 foot long portion of a new residence in the adjacent area of Freshwater Wetland # GR-3 (class II), to avoid a rock outcrop.  The house would be situated 80 feet from the wetland; the septic system is beyond the 100 foot adjacent area.  The project is located on the east side of Dublin Road, ½ mile north of Beaver Pond Road, Town of Granville.
