ENB Region 3 Completed Applications 05/28/2003

The applicant proposes to fill 0.41 acres of federal jurisdictional wetland in conjunction with the construction of an office building.  As mitigation, 0.95 acres will be created.  A detailed Stormwater Pollution Prevention Plan has been prepared.  The location is on the southeast side of Crystal Run Road, approximately 1/2 mile west of Goshen Turnpike.

The applicant proposes to construct two arch culvert stream crossings over an unnamed tributary (Class C) of the Kisco River, excavate sediments from within a pond and repair an existing dam, and construct various drainage improvements in conjunction with the construction of a 102-unit senior citizen apartment complex with 34 additional single family residences on a 25+acre parcel. The project, Woodcrest at Leonard Park, will fill approximately 0.02 acres of federal regulated wetlands and will disturb approximately 20 linear feet of the stream. Approximately 0.16-acre of wetland enhancements will be constructed adjacent to the pond on the project site as mitigation. The project is located on the north side of South Bedford Road (NYS Route 172), approximately 1000 feet east of Main Street (NYS Route 117)  in the Village of Mount Kisco. A stormwater management plan has been prepared and is available for review.
