The
Long Island Power Authority (LIPA) proposes to lease, install and operate three
(3) truck mounted General Electric (GE) TM2500 Mobile TurbineGenerator units and
ancillary equipment (fuel supply tanks, transformers, etc.) for three months on property
owned by LIPA adjacent to the former Shoreham Nuclear plant. Each of the GE TM2500
units has a rated maximum output of 22.5 megawatts (MW) of electricity and the three
units together would have a rated maximum output of 67.5 MW. Each unit system
consists of a main trailer, air filter trailer, exhaust silencer trailer, and auxiliary trailers.
The
turbine-generator units will be fueled by low sulphur (0.01% or less) distillate oil
and will supply temporary power to the LIPA distribution grid during periods of high
demand. All turbine units use water injection systems for control of nitrogen oxides
(NOx) with demineralized water injected into the turbines. Total emissions of NOx
from
this facility will be less than 12.5 tons per year. Each gas turbine will be limited to
312,000 gallons per year of distillate oil. This caps each source from the requirements of
6 NYCRR Part 204 NOx budget. The project is located at 1 LILCO Road, in the Village
of Shoreham within the 50acre LIPAowned parcel of the Shoreham Nuclear Power
Station.
The
Department has made a tentative determination to approve this application. The
application materials, as well as a draft air permit, are available for review during normal
business hours, Monday through Friday, at the Region 1 office, SUNY, Bldg 40, Stony
