Public Notice

Notice is hereby given that the New York State Department of Environmental Conservation (Department), will hold a legislative public hearing on the following proposed revision to the State Implementation Plan for Ozone (Phase II Alternative Attainment Demonstration). These revisions to the SIP for Ozone include, specifically: the updated Motor Vehicle Emission Budget (MVEB) for the New York Metropolitan Area (NYMA); the required demonstration that the SIP continues to meet its purpose of attaining the 1-Hour Ozone National Ambient Air Quality Standard (NAAQS) and associated updated tables and appendices; an extension of the deadline date for the mid-course review to December 31, 2004; and incorporation of 6 NYCRR 218, "Emission Standards for Motor Vehicles and Motor Vehicle Engines," and 219-8, "Emission Guidelines and Compliance Times for Small Municipal Waste Combustion Units Constructed on or before August 30, 1999," into the SIP. With regards to 6 NYCRR 218 and 6 NYCRR 219-8, which have previously completed the regulatory process (including hearings), only comments pursuant to their inclusion in the SIP will be accepted.

Negative Declaration

Suffolk County - The Board of Trustees of the Village of East Hampston, as lead agency, has determined that the proposed Site Plan of Riverhead Building Supply Corp will not have a significant adverse environmental impact. The action involves renovation to an existing one story masonry building (6,268 sq.ft) with a new entry (94 sq.ft.) and handicapped ramp; connect this building by means of a passageway (48 sq. ft.) to the main retail facility (17,816 sq.ft.); and replace the existing glass entryway with a new main entrance (728 sq. ft.). The project is located at 21 Railroad Avenue, East Hampton.

Positive Declaration And Public Scoping

Nassau County - The Planning Board of the Village of Oyster Bay Cove, as lead agency, has determined that the proposed Preliminary Subdivision Approval for the Pulling Property, Reecote Farms may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. A public scoping session will be held on June 19, 2003 at 8:00 pm at the Village Hall, 1492 Laurel Hollow Road, Syosset, NY. The action involves an application for the subdivision of approximately 75.20 acres creating 24 single-family residential lots of at least 2.0 acres each. All proposed lots will front on an internal road system with roadway access to the westerly side of Oyster Bay Cove Road between Timber Ridge Road and Birch Court intersections. The project is located on the North side of North Hempstead Turnpike, West side of Oyster Bay Cove Road, Nassau County. Tax map designation is Section 27, Block L, Lots 217, 218, 220, 223, 226 - 229, and part of Lot 231.

Positive Declaration And Notice Of Acceptance Of Draft EIS And Public Hearing

Suffolk County - The New York State Office of Parks, Recreation & Historic Preservation, as lead agency, has determined that the proposed State Park Access and Library-Environmental Center may have a significant adverse impact on the environment and a Draft Environmental Impact Statement has been prepared. A public hearing on the Draft EIS will be held on June 11, 2003 at 7:00 pm at the Cold Spring Harbor High School Audirorium, 82 Turkey Lane, Cold Spring Harbor, NY. Written comments on the Draft EIS will be accepted until June 30, 2003. The action involves construction of a Library-Environmental Center and improvements to park access and interpretation. The project is located east of Harbor Road (NYS Rt. 25A), north of Terrace Place.

Notice of Acceptance Of Final Generic EIS

Nassau County - The Board of Trustees, of the Village of Westbury, as lead agency, has accepted a Final Generic Environmental Impact Statement on the proposed Comprehensive Plan for the Village of Westbury. The action involves the Master Plan addressing issues such as redevelopment and zoning adjustments, which are more in character with the potential changes that may occur in the Village. The project is villagewide.
