The applicant proposes an interpretive trail through McIlroy Bird Sanctuary.  The trail will generally follow a former logging road.  Short sections of boardwalk will be needed to span several rutted areas that are often filled with water (about 200 linear feet).  The proposed materials are untreated black locust and composite weed.

The applicant proposes the construction of a slaughter house at 3143 State Highway 12, Oxford, Chenango County.  To handle the wash water associated with the proposed slaughter house, the applicant has proposed, and the Department has made a tentative determination to approve, a septic tank settling absorption trench treatment and disposal system that would discharge to groundwater.  As part of the Department's approval, the facility would be required to install metering and would be authorized to discharge a maximum of 2,000 gpd. The applicant proposes to mine sand and gravel on 29 acres of an 89 acre parcel located east off County Route 58 approximately 0.3 mile south of LaCasse Road on lands owned by Georgiana Spicer .   The life-of-mine is expected to be 10 years and the land would be reclaimed as wildlife habitat.  The application is available for review in the Syracuse Office.

The Department has made a tentative decision to approve an application from the Town of Schroeppel requesting authorization to serve public water to the Oswego River Road Water District.  The project includes installation of approximately 3,550 feet of 8 inch water main, a meter pit and related appurtenances.  The system would take up to 11,500 gallons per day from the Village of Phoenix.  The application is available for review in the Syracuse office.

The applicant proposes a proposed discharge of a maximum of 144,000 gallons per day of non-contact cooling water from the applicant's facility at 601 First Street into Cascadilla Creek, a Class C waterbody.  The applicant has drilled a well and intends to use the well water for cooling purposes for the Sciencecenter Discovery Museum during the summer months.

The Department has made a tentative determination to issue a permit for a State Pollutant Discharge Elimination System permit under Article 17 of the Environmental Conservation law.  This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time.  As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.  As such, this tentative determination does not signify Department approval for, or endorsement of, the activity for which a permit is sought, or for the overall proposed project.
