Negative Declaration

New York (Queens) County - The New York City Department of Business Services, as lead agency has determined that the proposed Flushing Business Improvement District, CEQR No. 03DBS004Q, will not have a significant adverse environmental impact. The action involves street maintenance, marketing and promotion, holiday lighting, small capital improvements and administrative services. The revision adds Block 5045 Lot 1, 41-61 Kissena Boulevard to the district plan as reflected in Exhibit 2 as a Class A property, Borough of Brooklyn, New York.

Positive Declaration and Public Scoping Session

New York City (Brookly County) - The City Planning Commission, as lead agency, has determined that the proposed IKEA Retail Center, Red Hook, Brooklyn, may have a significant adverse environmental impact and a Draft Environmental Impact Statement must be prepared. A public scoping meeting has been scheduled for Tuesday, June 10, 2003 at 1:00 PM at City of New York Department of City Planning, Spector Hall, 22 Reade Street, New York, New York, 10007. Written comments will be accepted by the lead agency through the tenth day following the scoping meeting. The proposed actions will facilitate the construction of an approximately 346,000 square-foot IKEA furniture and home furnishings store; approximately 71,400 square feet of adjacent restaurants/retail establishments; an approximately 1,400-space parking lot; a waterfront esplanade of approximately 4.5 acres; and a ferry stop. The existing buildings on the project site would be demolished. All construction activities are expected to be completed by 2006. The project site is located at 1-71 Beard Street (Block 612, Lot 130), in an M3-1 zoning district. The site is bounded by Beard and Halleck Streets to the north, Columbia Street to the east, the Erie Basin to the south, and a deep water slip, west of Dwight Street, to the west. The project site is currently developed with thirteen (13), one- to three-story manufacturing/industrial buildings, totaling 534,750 square feet.
