This Department has received
a request to modify a permit and has drafted an Article 19
(Air Pollution Control) of the Environmental Conservation Law, an Air State Facility
Permit, at the facility located at Utica Converters, 2214 Whitesboro Street, Utica, New
York. The facility produces fabric for use in rubber tire manufacturing. Purchased yarn
is twisted and spun, then coated. Coating and drying operation generates VOC's and
HAP's emissions from 1 new emission unit: 1-TREAT.
This permit includes federally
enforceable conditions to "cap" emissions below the
applicable threshold level set forth in 6 NYCRR Part 201-6 Title V Facility Permits for
VOC's at less than 50 tons per year. This permit also includes federally enforceable
conditions to "cap" emissions below the applicable threshold level set forth in 40CFR63
subpart XXXX, a MACT, for HAP's at a single HAP less than 10 tons per year and total
HAP's less than 25 tons per year. The draft permit with conditions is available for review
in the Region 6 NYS DEC office in Watertown, New York.

The applicant proposes an existing discharge consisting of treated process water, cooling water, mine dewatering water, and storm water runoff from a settling pond to tributary 4 of the Oswegatchie River, a class D waterbody. The applicant’s facility is located off Sylvia Lake Road in the Town of Fowler. The applicant request deletetion of outfall 002 and associated effluent limits and monitoring requirements from the permit because they no longer utilize the outfall. The department has made a tentative determination to issue a permit for a State Pollutant Discharge Elimination System permit under Article 17 of the Environmental Conservation Law. This tentative determination indicates that a discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time. As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify department approval for or endorsement of the activity for which a permit is sought or for the overall proposed project. Refer

The Department has made
a tentative determination to approve this application for a
permit to discharge up to 3500 gallons per day of treated sanitary wastewater to the St.
Lawrence River from a proposed onsite treatment system which will serve Singer Castle
on Dark Island in the Town of Hammond in St. Lawrence County where the permittee
will be conducting public tours of the castle and the surrounding island.
In conjunction with the
SPDES permit is an Article 15 Excavation and Fill in Navigable
waters permit application which the Department has made a tentative determination to
approve. The permit application is for the installation of a 4" diameter iron pipe to go
60
feet into the St. Lawrence River for the discharge from the wastewater treatment system.
