Project Description: Sid Harvey Industries, Inc. reconditions and rebuilds pumps, motors and controls for oil-fired boilers. The facility is located at 100 East Mineola Avenue, Valley Stream on an approximately 1 acre property. The facility was constructed around the 1940s.
Environmental Investigations at the site confirmed that there are impacts to the subsurface soil, soil gas, and groundwater beneath the Sid Harvey Industries facility from cleaning solvents used in the past at this facility. The investigations have also confirmed contamination from an apparent off-site and unrelated gasoline spill which is migrating via groundwater onto the site. The source of the dissolved gasoline plume is presently unknown. Reports describing the results of the on-site and off-site investigations are available at the locations identified below.
The planned work will actively clean up the identified contaminated soil gas and soil contamination above the water table. Additional future cleanup will be required for groundwater and soil below the water table. This work is being performed voluntarily by Sid Harvey Industries under the NYSDEC Voluntary Cleanup Program (VCP).
The Proposed Action: The soil cleanup will consist of excavating some contaminated soil from a contaminated subsurface structure and installation of equipment that will remove the balance of the unsaturated soil contamination while leaving soil in place. The technology which is contemplated is known as soil vapor extraction (SVE). The SVE will also remove contaminated soil gas. Comment Period: The Operable Unit 1 Remedial Action Work Plan, April 2003, is available for review at the locations below. Written comments on this work plan and the proposed remedy will be accepted for 30 days following the date of this notice. Written comments expressing objection or opposition to the project must explain the basis of that opposition and identify the specific grounds which could lead the Department to impose significant changes to the work plan. No formal response is made to comments received, but, as a result of comments, the Department may reevaluate and make revisions to the work plan.
