The Department has received applications for Air State Facility application from Monroe
Newpower Corporation to construct and operate two new cogeneration facilities to supply
electricity and heat to most of the buildings that are currently heated by the Iola
Powerhouse. The Iola Powerhouse, located at Monroe County’s Iola Governmental
Campus, is a major stationary source of air contamination and is operated under a Title V
Air Facility Permit. The Iola Powerhouse includes four boilers, two of which are coal-fired only and
two which can be fired with either No.2 fuel oil or natural gas. The project
to construct and operate the two new cogeneration facilities will result in the shutdown
and partial demolition of the Iola Powerhouse. The project will also result in an overall
net reduction in the emission of air contaminants.
This Notice of Complete
Application provides the description for the new cogeneration
facility that will be constructed and operated at the Iola Governmental Campus. Another
Notice of Complete Application in this edition of the Environmental Notice Bulletin will
describe the other Monroe Newpower cogeneration facility proposed for Monroe
Community College.
Monroe Newpower’s Iola Cogeneration
Facility will provide a central distribution for all
steam and electrical services for the Iola Governmental Campus and Monroe Community
Hospital (MCH) /Health & Social Services (HSS) property, as well as hot water for the
Monroe County jail and Children’s Detention Center. The cogeneration facility will
consist of three (3) generators and associated heat recovery equipment and three 350 HP
high pressure steam boilers. The facility’s air emissions of carbon monoxide will be
restricted to 98 tons per year (TPY) , which is below the regulatory threshold for a major
stationary source of air pollution. The 98 TPY Carbon Monoxide emission cap will be
achieved through the use of permit conditions, which will restrict the hours of operation
of the three (3) generators to 17,004 hours per year while combusting natural gas, and the
three high pressure team boilers to no more than 17,520 hours per year while combusting
natural gas and no more than 500 hours per year while combusting No. 2 fuel oil. By
accepting the limits on carbon monoxide emissions, which are below the 100 TPY carbon
monoxide threshold for a major stationary source, this facility will not be subject to the
Title V permitting regulations.

(4) generators and associated hydronic heat recovery equipment. The initial construction
will also include three new hot water boilers. The facility’s air emissions of carbon
monoxide will be restricted to 98 tons per year (TPY) , which is below the regulatory
threshold for a major stationary source of air pollution. The 98 TPY Carbon Monoxide
emission cap will be achieved through the use of permit conditions, which will restrict
the hours of operation of the four (4) generators to 16,042 hours per year. By accepting
the limits on carbon monoxide emissions, which are below the 100 TPY carbon
monoxide threshold for a major stationary source, this facility will not be subject to the
Title V permitting regulations.
