The Department has made
a tentative decision to approve an application to surrender the
permit and to approve emission reduction credits (ERCs) for the past reductions which
were the result of shutdown of Syracuse Power Company’s power generation operation.
With this permit modification the applicant will be establishing emission reduction
credits for 55.53 tons per year of Oxides of Nitrogen (NOX) and 6.32 tons per year of
Volatile Organic Compounds (VOC) in accordance with 6 NYCRR Part 231, "New
Source Review in Nonattainment Areas." The application and supporting documentation
are available for review at the NYSDEC Region 7 Office.

Salt Springs Road in the Town of Manlius. The applicant controls approx. 324 acres at
this site, and has an existing DEC permit to mine 55 acres. An additional 37.2 acres is
proposed. Blasting and on-site processing of materials is proposed to continue.
