ENB Region 8 Completed Applications 04/30/2003

The Department has received an Air State Facility application from Rochester Gas and Electric Corp for electricity generation operations at its RG&E Station No. 9 facility located at 5 Mt. Read Blvd in the City of Rochester, Monroe County.

As part of the application, Rochester Gas and Electric Corp has agreed to Special Permit Conditions which will restrict facility oxide of nitrogen (NOx) emissions to below the applicability thresholds of 6NYCRR Part 201-6 (Title V) and the Part 204 NOx Budget Trading Program .  These Conditions will limit hours of turbine operation to a maximum of 2222 hours during any 12 month period and to a maximum of 304 hours during the annual period from May 1 through September 30.  These restrictions will limit potentials to emit NOx to 99.5 tons per year, based on the results of stack emissions testing, and to 25 tons during the May 1 through September 30 Part 204 control period, based on more conservative emission factors.

This facility was previously able to cap by rule pursuant to 6NYCRR Part 201-7.3, due to emissions less than 50 percent of Part 201-6 (Title V) thresholds.

To verify compliance, RG&E must maintain a rolling 12 month log of hours of operation, and fuel use records for the May 1 through September 30 Part 204 control period. Hours of operation during the Part 204 control period are to be reported to the Department by November 1 of each year.  All records must be kept by RG&E for a minimum of five years, and must be made available with all supporting data to Department inspectors upon request.
