Leo Matt proposes to expand his sand and gravel mining operation located west of NYS Route 69 near the hamlet of Taberg.  The life of mine boundary would increase from 15.0 to 28.0 acres, with a total affected area of 18.5 acres during the coming 5-year permit term.  The project will include on-site processing (screening and crushing) of mining products.  The location of the mine is 1200 feet west of Route 69 and 400 feet southeast of Meadows Road in the Town of Annsville, Oneida County.  A copy of the application is available for review at the Town Office.
State Environmental Quality Review (SEQR) Determination:
Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency:
NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination:
Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
The applicant proposes to construct a 16' wide x 5' high access road across 40' of regulated freshwater wetland M-1, a 450 acre Class I wetland to access approximately 80 acres of isolated property.  The site is located approximately one mile north of the St. Lawrence-Jefferson County line on the south side of Butler Road.  It is further located approximately 4 miles northeast of the Village of Redwood.

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
