Project Description:
The applicant proposes to construct a one-family detached house with drywell entirely within the adjacent area of NYSDEC regulated Class I Freshwater Wetland AR-17 (Wolfe's Pond). At the closest points the proposed house will be located approximately 10 feet from the wetland boundary line. A portion of the freshwater wetland on the project site is proposed to be a deed restricted area of no disturbance. The project site, which is served by existing storm and sanitary sewers, is located at the southwest corner of Eylandt Street and Tuckahoe Avenue, Staten Island, Block 6573 - Lots 34 & 35.
State Environmental Quality Review (SEQR) Determination:
Project is not subject to SEQR because it is a Type II action.
SEQR Lead Agency:

State Historic Preservation Act (SHPA) Determination:
A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.
Coastal Management:
This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
The applicant proposes to construct paved parking areas for vehicle display and employee parking for an existing automobile sales business. The project site is located within the adjacent area of NYSDEC regulated Class I Freshwater Wetland NA-9 (Dongan Hills). A vegetative buffer and deed restricted area of no land alteration will be will be established between the proposed parking areas and the wetland. Oil water separators will be installed to treat contaminated runoff before entering the wetland. Water balance will be maintained to the wetland by a series of drywells. The project site is located at the southeast corner of Hylan Boulevard and Stobe Avenue, Staten Island, Block 3664 - Lots 1, 4 & 3.

State Environmental Quality Review (SEQR) Determination:
Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.
