The Department has received and proposes to approve a Reasonably Available Control Technology (RACT) plan for the control of Nitrogen Oxides (NOx) emissions from the facility’s boilers. Process boilers are regulated by 6NYCRR Part 212 and combustion boilers are regulated by 6NYCRR Part 227. The company has provided documentation that incorporates a variety of strategies to control NOx emissions, including boiler adjustments as well as fuel switching and system-wide averaging procedures. The company’s Title V permit incorporates these procedures and includes monitoring and reporting requirements. Saratoga County - The Town of Greenfield Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed TVI Communications Tower. A public hearing on the Draft EIS will be held on April 29, 2003 at 7:00 p.m. at the Greenfield Community Center. The action involves the construction of a 185 ft. monopole communications tower, 100 ft. by 85 ft. crushed stone tower yard with chain link security fencing, 12 ft. wide gravel access drive within a 25 ft. wide utility easement and all necessary utilities and connecting appurtenances with space for six co-located wireless carriers on an approximately 1.6 acre site in a Rural Residential zoning district. The project is located on South Greenfield Road, Town of Greenfield.
