The existing SPDES permit is being revised to conform to the United States Environmental Protection Agency (USEPA) Combined Sewer Overflow (CSO) Control Policy. This includes the requirement for the city to implement Best Management Practices (BMPs) , and develop a long-term control plan (LTCP).

    The department has made a tentative determination to issue a permit for a State Pollutant Discharge Elimination System permit under Article 17 of the Environmental Conservation Law.  This tentative determination indicates that a discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time.  As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.  As such, this tentative determination does not signify department approval for or endorsement of the activity for which a permit is sought or for the overall proposed project.

The applicant proposes to construct a driveway 16' wide x 300' long x 2' high of gravel over geotextile fabric across regulated freshwater wetland MI-2, a 187 acre Class II wooded wetland to access a proposed residential home site.  The site location is approximately 2.75 miles east of the Village of Waddington, 1300' east of Brandy Brook, 300' south of NYS Route 37.

Expansion of the authorized water service area of the Upper Mohawk Valley Regional Water Board to include the entire Towns of Frankfort and Schuyler in Herkimer County and the entire Towns of Kirkland and Westmoreland in Oneida County except for areas in these towns currently receiving water service from an authorized (permitted) entity.
