The applicant proposes a
discharge of 0.160 million gallons per day (mgd) of treated
wastewater from a new municipal treatment plant to the Bush Kill, a class B(ts) stream, to
serve the Village of Fleischmanns as part the New York City New Infrastructure Program.
A stone rip rap outfall to the Bush Kill will be constructed and crossings of streams will be
necessary as the collection system is installed. The plant is to be located on Old Route 28,
between Grocholl Road and Takanasee Road. The department has made a tentative
determination to issue a permit for a State Pollutant Discharge Elimination System permit
under Article 17 of the Environmental Conservation Law. This tentative determination
indicates that the discharge regulated under this statute is considered to satisfy regulatory
standards for permit issuance, based on information available to the Department at this
time. As a tentative determination, the Department seeks comments on the proposed
regulated activity prior to making a final decision on permit issuance. As such, this
tentative determination does not signify department approval for or endorsement of the
activity for which a permit is sought or for the overall proposed project. Refer to this

The applicant proposes construction
of a completely new water distribution system for a
newly created Warnerville Water District and connection to Village of Cobleskill existing
surface water source for water supply source with a taking of up to 125,000 gallons per
day. Warnerville water system to include approx. 6200 linear feet 12" transmission main,
11300 lf of 12" dist. main, 1600 lf of 8" dist. main, 3200 lf of 6" dist. main, a master
meter/chlorine booster station and a 250,000 gallon storage tank. The project involves five
stream crossings by either directional boring or trenching. The project is located west of
the Village of Cobleskill, through the hamlet of Warnerville.
