dock with electric anti-deicing device ; installing an electric boat lift adjacent to the
proposed dock and a personal water craft lift adjacent to the shoreline; installing an
electric tram system down the slope to access the waterfront; and constructing a 12 ft. by
18 ft. wooden deck on the shoreline. The project is within NYS Freshwater wetland RE-1 (I) and
the associated 100 ft. adjacent area as well as within natural protective feature
areas described in the Article 34 Coastal Erosion Hazard Areas regulations.

The applicant proposes to
modify their existing 396 acre limestone mine. The
modification consists of a 26.8 acre expansion on the west/southwest side of the existing
quarry. The project site is the applicant’s property north of County Road 121, west of
Hoster Road and east of Rt 414 and Reed Lane. The mine operates as a traditional
surface extraction of limestone by drill and blast methodology. Mining will not occur
below the local water table. No other changes are proposed for the mining operation.
Final reclamation will restore the site to seasonal wetland, wildlife habitat, and
revegetated open land. Reclamation will include the replacement of stockpiled topsoil,
and reseeding with an approved USDA SCS seed mixture and other plantings as specified
in the reclamation plan. The reviewed life-of-mine modification area is 26.8 acres.

The project involves work on the dam/road within the 100 ft. adjacent area of NYS

Corning Inc has submitted an application
for a modification of its current Title V Facility
Permit for its Erwin Manufacturing Complex, located on Addison - South Hamilton Road
in the Town of Erwin. The facility manufactures ceramic filter substrates for catalytic
emission control units for gasoline and diesel engines.
The modification is proposed for existing
Emission Unit (EU) U-00001 venting two
automotive ceramic filter production lines. It involves the installation of a new scrubber
to control hydrogen fluoride (HF) emissions to allow simultaneous firing of “high fluorine”
raw materials in more than one kiln, and an increase in burner capacity to upgrade an
existing thermal oxidizer emissions control device.
Emissions from EU U-00001 were previously
restricted to below 6 NYCRR Part 231
New Source Review (NSR) and 40 CFR 52 Prevention of Significant Deterioration
(PSD) significance thresholds by emission caps, established in a permit issued to
authorize modifications on September 24, 1999. The 1999 permit restricted emissions
of volatile organic compounds (VOC) to 61.2 tons per year, oxides of nitrogen (NOx) to
79.89 tons per year, particulate matter smaller than 10 microns (PM10) to 24.34 tons
per year, and total particulate matter (PM) to 34.34 tons per year. These limits were
based on previous operations, the NSR significant increase thresholds of 40 tons per
year each for VOC and NOx, and the PSD significant increase thresholds of 15 tons per
year of PM10, and 25 tons per year of PM.
Potential increases in facility emissions
of NOx, PM10, and PM, due to this latest
proposed modification, exceed NSR and PSD significance thresholds. As part of this
application, Corning Inc has agreed to Special Permit Conditions to restrict NOx, PM10,
and PM emission increases to below NSR and PSD thresholds. Since potential
increases are based on present emission levels which were below the previously
established emission caps, this will result in a reduction of allowable emissions from EU
U-00001. NOx emissions will be restricted to 44.88 tons per year, PM10 emissions
restricted to 17.95 tons per year, and PM emissions restricted to 27.95 tons per year.
The present cap for VOC will remain unchanged at 61.2 tons per year.
Additionally, VOC and HF monitoring requirements
at this facility will be updated to
reflect completed testing specified in the original Title V Permit, and additional
particulate monitoring requirements will be imposed.

construct a two-lane paved access road through the regulated
NYS DEC Freshwater Wetland (FWW) MA-24 (Class III) in order to provide access for
future development of a 238-acre site currently zoned as Office, Research and
Manufacturing (ORM). The access road installation will fill 0.098 acres of FWW and
0.383 acres of FWW Adjacent Area. An existing dirt drive which crosses the wetland will
be removed to restore 0.11 acres of FWW, and 0.37 acres of existing FWW will be
enhanced as compensatory mitigation. The site is located on the north side of State Route
