The Department has made
a tentative determination to approve an application for the
existing Bulova Corporate Center facility. The facility operates two heating boilers with a
capacity of 12.55 mmBtu/hr each burning natural gas and #2 fuel oil. Additional
combustion sources include engine driven chillers, hot water heaters, and emergency
generators. The applicant proposes to cap its NOx emissions to below 25 tpy.
The application, draft permit,
relevant supporting materials and regulations are available
for review during normal business hours at the DEC office provided in this notice.
Comments of support or objection may be made by filing a written statement by the
deadline date indicated. DEC may schedule a public hearing based upon an evaluation of
the nature and scope of any written objections raised. Hearing notices will contain
instructions on filing for party status and submitting comments.

The applicant proposes to
demolish an existing bus garage and bus storage yard on an
approximately one-acre property located south of the Staten Island Rapid Transit R-O-W,
between Bayview Avenue on the east and Manee Avenue on the west, Staten Island
(Richmond County Tax Block 6751, Lot 281), subdivide the property into five lots, and
construct five detached 2-family houses, four facing Manee Avenue and one facing
Bayview Avenue, with associated paving, utilities and landscaping. The portion of the
property facing Manee Avenue falls within the regulated adjacent area of DEC
Freshwater Wetland No. AR-10 (Lemon Creek), which lies on the west side of Manee
Avenue across from the project site. Sanitary sewage will be directed to a proposed
sanitary sewer line to be installed within the bed of Bayview Avenue.
