Project Description: The action involves replacement of an existing county-owned two lane bridge carrying County Route 7 over Batcheller Creek with a new two-lane bridge on existing alignment. A temporary bridge will be used during construction. The bridge will involve a greater-than-25% expansion in width. There will be a temporary impact to existing wetlands.

Location: New York State Route 9N Town of Lake Luzerne, Warren County.

Project Description: The action involves after-the-fact review of a four-lot subdivision involving wetlands. Three residential building lots, 1.21± acres , 1.65± acres and 1. 14± acres, will be conveyed, with the construction of one single family dwelling and on-site wastewater treatment and water supply systems proposed on each. The remaining 20.87± acres, improved by an existing single family dwelling will be retained by the current landowner.

Public Notice

Notice is hereby given that the New York State Department of Transportation has declared 2.702 acres, located in the Town of Halfmoon, Saratoga County are no longer useful for program purposes and are declared abandoned to the Commissioner of General Services for sale or other disposition as unappropriated State land. This abandonment was approved March 5, 2003.

Negative Declaration

Saratoga County - The NYS Department of Environmental Conservation, as lead agency, has determined that the proposed Pompa Brothers Incorporated, Coy Road facility operational modification will not have a significant adverse environmental impact. Pompa Brothers Incorporated is proposing a modification to the existing mining permit to allow for the extraction of bedrock from an 18.4 acre section of the previously permitted 453 acre life of mine. The method of extraction proposed will include standard drilling and blasting to create properly sized material that can then be transported to the existing, on site, processing plant. This material will then be crushed and screened to create aggregate for use at the existing Pompa facility in Milton; which operates under DEC Permit #5-4142-00003/00003. Following DEC staff’s inspections of the proposed mine site during 2002 and its review of the mining permit application, the mined land use plan, the mined land reclamation plan and the full environmental assessment form the relevant areas of environmental concern have been identified. These areas of concern are the normally associated impacts of a quarry mining operation specifically ground water, surface water, dust, traffic, blasting, noise, visual and cultural resources. All other impacts were judged to be either non-significant or improbable and therefore, not relevant to the lead agency’s determination of environmental significance. Based on the information provided and analysis conducted by DEC staff, it is determined that the proposed action will not result in any significant adverse environmental impacts. Notice of Acceptance of Draft Generic EIS and Public Hearing

Saratoga County - The Halfmoon Town Board, as lead agency, has accepted a Draft Generic EIS on the proposed Town of Halfmoon Comprehensive Plan. A Public Hearing on the Draft Generic Environmental Impact Statement will be held on April 29, 2003 at 7:00 p.m. at the Town of Halfmoon Senior Center, Upper Newtown Road, Halfmoon, NY. Comments on the Draft Generic EIS are requested and will be accepted by the contact person until May 27, 2003. The action involves the Adoption of the Town of Halfmoon Comprehensive Plan by the Halfmoon Town Board. The project is located in the Town of Halfmoon.
