ENB Region 6 Completed Applications 04/09/2003

This Department has received a request to issue a permit and has drafted an Article 19 (Air Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit, at the Cogent Little Falls facility in Little Falls, New York.  The facility produces electric power for the grid and steam for the adjacent Burrows Paper Mill.  This permit action is to combine the two existing permits into one Air State Facility Permit and to install a new stack with a height of 130 feet.  No new emissions will result from this permit action.  The facility emissions include nitrogen oxides, sulfur dioxide, carbon monoxide, particulates, and volatile organic compounds.

This permit includes federally enforceable conditions that limit facility emissions of nitrogen oxides, and sulfur dioxide to less than 90 tons per year.  This "cap" ensures that Cogent Little Falls emissions stay below major source thresholds of Title V.

The draft permit with conditions is available for review in the Region 6 NYS DEC office in Watertown, New York.

The applicant proposes to reactivate two expired mining permits.  One 8 acre sand and gravel mine, located one mile north of the hamlet of Natural Bridge, 200' north of Lewisburg Road and one 5 acre sand and gravel mine, located one mile north of CR 40 on the south side of Hogsback Road.  The purpose for reactivating these permits are limited to site reclamation.  No new mining will take place.  The application ID #'s are 6-2260-00017/00001 and 6-2260-00015/00001.

The Department has received a request to issue a permit and has drafted an Article 19 (Air Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit, at the facility located at Utica Corp, 2 Halsey Road, Whitesboro, New York 13492.  Utica Corp is a producer of Aerospace and Turbine Metal Parts.  The State Facility Permit allows the operation of Emission units 1-SPRAY, 2-ACIDS, and 3-MANUF.  The facility has capped out of Title V Permitting requirements by tracking and restricting it's emissions of Volatile Organic Compounds (VOC's) below 50 tons per year. The draft permit with conditions is available for review in the Region 6 NYS DEC office in Watertown, New York.
