Project Description: Fish Creek Pond Campground Unit Management Plan Amendment

Summary: In keeping with constitutional provisions criteria referenced in the Adirondack Park State Land Master Plan (APSLMP) and Department of Environmental Conservation Management Policy for Forest Preserve state owned lands, the department has proposed this amendment to the Fish Creek Pond Campground Unit Management Plan. This project will provide disabled citizens of the state with access to the resources and facilities of this unit. Thus, offering this user group recreational opportunities for leisure time enjoyment not previously available to them. Conformance to criteria established in the APSLMP has been considered, along with measures to minimize environmental impacts. The proposed project will stay within constitutional interpretation limits for vegetative removal. Architectural designs will be selected to achieve a harmonious blending with the character of the recreation area and surrounding forest.

UMP Section - IV. Campground Objectives (the proposed amendment will become Objective Q of the existing plan) Q. Construct accessible amenities in the day-use area to meet standards of the Americans with Disabilities Act.

An ADA accessible fishing pier with associated access will be constructed in the campground day-use area. As part of the project, accessible pathways will be developed, parking lots will be improved, and picnic pavilions will be made accessible. A total of eight trees will be removed to construct these amenities.

This project is being undertaken as part of the ADA Consent Decree to improve accessibility for citizens with mobile impairments. Presented as Exhibit E9 on the ADA Settlement Projects list.

The fishing pier consists of three floating sections connected to an on-shore wooden abutment by a gangway. All sections are removable. The wooden abutment is the only portion of the structure that will remain in place year round. It will be placed above the high water mark.

Parking lot #2 will be resurfaced and widened by 10', parking lot #1 will be resurfaced with accessible parking areas designated as required to meet ADA standards. Pathways will be constructed as per the design plans in the DEC booklet titled, ADA Accessibility Standards for Outdoor Recreational Facilities - October 2002. The pathways will serve as a link for all the accessible day-use components, existing and proposed.

After joint DEC, APA inspection of the site, it has been determined that there will be no wetland impacts. Standard erosion control methods will be specified as part of the project. Estimated cost - $50,000.

Project Description: The project involves the subdivision of 178.46 acres into three lots, thereby creating a 4.47 acre lot (Lot 1), a 5.69 acre lot (Lot 2) and a 168.3 acre lot (Lot 3). One new single family dwelling with on-site water supply and wastewater treatment systems is proposed for Lot 1 and Lot 2. There is an existing single family dwelling, barns and other associated accessory use structures on the 168.3 acre lot. There is an existing stream and wetlands on Lot 3. The project site is located within the Camp Dudley Road Historic District.
