of sediment from a beach area on Palmer Lake and replace it with beach sand. The

approximately one-half mile south of Route 52. This project is necessary to restore the
beach for recreational use.

Conservation (DEC) has made a tentative
determination to approve this application for a new State Pollutant Discharge Elimination
System (P/C/I SPDES permit) for Camp Echo. The existing facility has 26 outfalls with a
total sanitary waste discharge flow of 13,200 gallons per day (gpd). A proposed Summer
Residence and Camp Office will require an additional sanitary outfall and increase the
total design flow to 13,750 gpd. All sanitary outfalls are subsurface septic system
discharges. A draft permit is available for inspection and comment at the Region 3 office.

following:
The
limit for lead was changed from 8.0 lbs/day to 7.0 lbs/day in accordance with
regulatory changes.
The
limit for copper has been changed from 15.0 lbs/day to 6.5 lbs/day.
The
limit for BOD5 has been changed to CBOD5.
A
requirement for toxicity testing has been added.
A
new total residual chlorine (TRC) limit based on total maximum daily load (TMDL)
and a compliance schedule to achieve the limit have been added
Nitrogen
levels based on Long Island Sound TMDL have been added and a compliance
schedule added.
Action
levels for nickel, antimony, chromium, zinc, and chloroform have been
modified in accordance with the 99th percentile derived from monitoring for the last three
(3) years.
Based
on previous 3 years of monitoring action levels on methylene chloride; 1,1,1-trichloroethane; and 1,1,1-trichloroethane
were removed. Monitoring will be required
instead. Discharge levels were mostly non-detectible and the 99th percentile was less
than a pound/day.
Requirements
for sanitary sewer overflow best management practices and overflow
retention facilities have been added.
The
New Rochelle STP is located at 1 LeFevre Lane in New Rochelle and discharges
to Long Island Sound.
