The applicant proposes to demolish and remove one of two dams located on the
Neversink River (DEC Water Index No. D-1; Class B(T)) within the Delaware & Hudson
Canal County Park approximately 1 mile upstream (northwest) of the U.S. Route 209
bridge in Cuddebackville. The dam to be removed is a 107-foot long concrete pier stop
log dam with a spillway 4.5 feet above the dam apron. The dam is one of two dams that
exist on opposite sides of a mid-channel island. The southwest dam will be removed and
the northeast dam will remain. The dam will be removed without blasting and the debris
will be removed for off-site disposal. The dam owner, Orange County, has coordinated the removal of the dam with The Nature Conservancy and the Philadelphia District of the U.S. Army Corps of Engineers as a federal Section 206 Ecosystem Restoration Project.

The applicant proposes to expand the surface area of a pond located within Philpse Brook on Garrison Golf Club property, into an area to the west that was previously occupied by the pond. They propose to deepen the pond to a depth of 12 feet in the center, with slopes 1 on 3. A 30 foot wide rough filter grass strip will also be added along the west side. The strip of grass will help to filter nutrients that support algae growth. The project is proposed in order to rectify and control the existing algae problem at the pond and reduce mosquito breeding areas. Also, proposed is excavation of material upstream of the dam in order to inspect the dam and eventually repair the dam's downstream face. The pond is located on Garrison Golf Club property on the west side of Route 9, south of Philipse
Brook Road.
