ENB Region 3 Completed Applications 03/26/2003

The applicant proposes to drill two test wells within the 100 foot adjacent area of Freshwater Wetland SP-53 Class II.  These proposed wells are intended to support a residential community with approximately 303 units to be known as Brookside Meadows. A draft Environmental Impact Statement (EIS) will be prepared to assess the whole project.  The project site is located on the Southbound side of Wigsten Road, approximately 1, 500 feet east of the Wagner Road intersection.   

The applicant proposes to install 150 linear feet of new timber bulkhead to control shore line erosion on the Hudson River.  The location is at this private boat club located on Dock Road in the hamlet of Barrytown.

The applicant proposes to construct one driveway, 1,100 feet long by 12 feet wide for a new single family home.  The project is located at 40 Browning Road in the towns of Clinton and Pleasant Valley.  Construction of the driveway will require the disturbance of approximately 250 feet of Adjacent Area of Freshwater Wetland SP-27 Class II.

The applicant proposes to demolish and remove one of two dams located on the Neversink River (DEC Water Index No. D-1; Class B(T)) within the Delaware & Hudson Canal County Park approximately 1 mile upstream (northwest) of the U.S. Route 209 bridge in Cuddebackville.  The dam to be removed is a 107-foot long concrete pier stop log dam with a spillway 4.5 feet above the dam apron.  The dam is one of two dams that exist on opposite sides of a mid-channel island.  The southwest dam will be removed and the northeast dam will remain. The dam will be removed without blasting and the debris will be removed for off-site disposal.    The dam owner, Orange County, has coordinated the removal of the dam with The Nature Conservancy and the Philadelphia District of the U.S. Army Corps of Engineers as a federal Section 206 Ecosystem Restoration Project.

The applicant proposes to construct a wood rail horse fence to enclose approximately 0.5 acres of land within the 100 foot adjacent area of Freshwater Wetland NB-33 Class II. Two horse sheds are proposed to be placed within the fenced area, each12 feet wide by 20 feet deep by 8 feet high.  The project site is located on the Northbound side of Pella Court, approximately 350 feet east of the Route 32 intersection.     

The applicant proposes to expand the surface area of a pond located within Philpse Brook on Garrison Golf Club property, into an area to the west that was previously occupied by the pond. They propose to deepen the pond to a depth of 12 feet in the center, with slopes 1 on 3.  A 30 foot wide rough filter grass strip will also be added along the west side. The strip of  grass will help to filter nutrients that support algae growth. The project is proposed in order to rectify and control the existing algae problem at the pond and reduce mosquito breeding areas.  Also, proposed is excavation of material upstream of the dam in order to inspect the dam and eventually repair the dam's downstream face.  The pond is located on Garrison Golf Club property on the west side of Route 9, south of Philipse Brook Road.

The applicant proposes to expand the "life of mine" boundary of an existing sand and gravel mine by 0.8 acres.  Reclamation will result in a slightly larger pond than now exists.  The location is on the east side of NYS Route 52 at the intersection with DeWitt Flats Road.
