Cutting of Trees in the forest Preserve

Warren and Essex Counties - The DEC will initiate construction of the proposed Scaroon Manor Public Campground as described in the Unit Management Plan. The initial work under Phase I improvements include construction of an access road and underground utilities. Construction will require cutting of 250 trees over 3" in diameter on the 241 acre site. All trees to be removed have been marked and tallied. The project is located east of route 9, Schroon Lake, Town of Chester, Warren County, N.Y. These projects are included in the approved 2002 Unit Management Plan for the Scaroon Manor Public Campground.

6 NYCRR Part 205, Architectural and Industrial Maintenance (AIM) Coatings, and amend Part 200, General Provisions.

The Department proposes to amend Part 205 to revise the architectural coatings volatiles organic compound (VOC) limits that are found in New York State regulation. It will set specific VOC limits (in grams per liter) for 52 AIM coating categories and require compliance with those limits by January 1, 2005. Also being amended is Part 200, General Provisions, and New York’s State Implementation Plan.

Pursuant to Environmental Conservation Law (ECL) Sections 1-0101, 3-0301, 19-0103, 19-0105, 19-0301, and 19-0305, the Department hereby gives notice of the following joint hearings for the proposed rulemaking and State Implementation Plan at the following locations and times:

The hearings are scheduled in places that are reasonably accessible to persons with impaired mobility. At the hearings, the Department will provide interpreter services for deaf persons at no charge. Pursuant to Part 617 of the implementing regulations for the State Environmental Quality Review Act, the Department has prepared a Negative Declaration stating that the proposed action will not have an adverse effect on the environment.

The Department invites all persons, organizations, corporations, and government agencies that may be affected by the proposed revisions to attend the hearings. At each hearing, persons who wish to make a statement will be invited to speak. It is requested that oral statements also be submitted in writing. The Department will give equal weight to written and oral statements, and since a cumulative record will be compiled it is not necessary for interested parties to attend each hearing.

Project Description: The applicants’ original project proposal consisting of construction of a single family dwelling and an accessory use barn was amended as described in a letter dated February 24, 2003. The applicants now propose construction of a 2520 sq. ft. barn only; their proposal to construct a single family dwelling has been withdrawn. The barn will be located more than 700 feet from wetlands and approximately 1200 feet north of NYS Route 86, from which the barn will not be visible. An existing gravel road will provide access from NYS Route 86 and the barn which will be used for personal, non-commercial storage.

Negative Declaration

Saratoga County - The Planning Board of the Town of Corinth, as lead agency, has determined that the proposed Spruce Grove Estates will not have a significant adverse environmental impact. The action involves the subdivision of 17.17 acres of land into nine lots. The project is located at Atwell and Miner Road in the Town of Corinth.
