Project Description:
As part of the city-wide application of Bacillus thuringiensis israelensis (BTI) larvacide to control mosquito breeding, it is proposed to apply BTI brickets, granules and wettable powder in the Old Baldy (OL-4) Wetland and its 100 foot wide adjacent area in addition to the OL-1 Wetland and its 100 foot wide adjacent area. BTI brickets will be hand placed. Granular BTI will be hand broadcast and wettable powder will be applied by backpack sprayer. Both the OL-4 and OL-1 Wetlands are class I wetlands located south of the confluence of Olean Creek with the Allegany River. The OL-1 Wetland is north of Riverside Drive and the OL-4 Wetland is south of Riverside Drive.
State Environmental Quality Review (SEQR) Determination:
Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency:
Olean City Council
State Historic Preservation Act (SHPA) Determination:
The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment:
Comments on this project must be submitted in writing to the Contact Person no later than Apr 7 2003.
