Project Description:
The applicant proposes a discharge of up to 60,000 gallons per day of treated sanitary wastewater to Brakel Creek, a Class CT waterbody on New York State Route 23, Town of Pharsalia, Chenango County.  The applicant plans to upgrade the Camp Pharsalia Sewage Treatment Plant to expand the capacity from 30,000 gallons per day to 60,000 gallons per day to provide for additional capacity for increased number of clients.

The Department has made a tentative determination to issue a permit for a State Pollutant Discharge Elimination System permit under Article 17 of the Environmental Conservation law.  This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time.  As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.  As such, this tentative determination does not signify Department approval for or endorsement of the activity for which a permit is sought or for the overall proposed project.  Refer to this application by application number listed above and SPDES number, NY 010 3781.

Project Description:

The New York State Department of Environmental Conservation (NYSDEC) has received a request to issue a permit to operate air contamination sources at Triad Technologies Inc., 105 Spencer St., Syracuse, NY 13204.

This permit is being proposed by Triad Technologies Inc., for the purpose of restricting the potential to emit specific criteria pollutants including:  nitrogen oxides (NOx), sulfur dioxide (SOx) and/or hazardous air pollutants (HAP) from emission sources, through (state and federally) enforceable permit conditions and limits which will "cap" emissions at a level which is below the applicability threshold(s) as specified in the following regulations(s): 2016.1 from 6 NYCRR. Any facility meeting the requirements to "capout" of, 2016.1 from 6 NYCRR will be subject to all other applicable requirements of 6 NYCRR.

The applicant has agreed to permit conditions which will limit emissions of nitrogen oxides, sulfur dioxides and and/or hazardous air pollutants (HAP), through restrictions on one or more of the following:  quantity of HAP containing compounds utilized, production throughput (quantity), and hours of operation (daily, weekly, monthly or annually).  The permittee will be required to maintain records, and report this data to verify compliance with permit conditions and limits.
The Department has prepared a Draft Permit and made a tentative determination to approve this application.  The application, Draft Permit, relevant supporting materials, and regulations are available for review during normal business hours at the DEC office provided in this notice.  Comments of support or objection may be made by filing a written statement by the deadline date indicated.  DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised.  Hearing Notices will contain instructions on filing for party status and submitting comments.
