discharge backwash from an iron/manganese removal filtration
system to groundwater. The system is associated with two public supply wells located at
the Suffolk County Water Authority Town Line Road Well Field and Pump Station site in
Nesconset, Town of Smithtown, Suffolk County. A Draft Permit is available for review
at the Region I Office, Stony Brook, NY.
The Department has made
a tentative determination to issue a permit for a State Pollutant
Discharge Elimination System permit under Article 17 of the Environmental
Conservation law. This tentative determination indicates that the discharge regulated
under this statute is considered to satisfy regulator standards for permit issuance based on
information available to the Department at this time. As a tentative determination, The
Department seeks comments on the proposed regulated activity prior to making a final
decision on permit issuance. As such, this tentative determination does not signify
department approval for or endorsement of the activity for which a permit is sought or for
the overall proposed project. Refer to this application by application number listed above

The applicant has applied
for an Industrial State Pollution Discharge Elimination System
(SPDES) Permit to discharge storm water runoff collected in secondary containment pits
to ground water at the Tomson AC/DC Converter Station. In the event of a leak, these
containment structures are designed to prevent the release of ethylene glycol coolant and
insulating oil the from electrical equipment. The project is located at the Shoreham
Nuclear Power Station in the Town of Brookhaven. SPDES discharges to groundwater
are non-delegated permits. A draft permit is being prepared. Additional information may
be obtained from the contact person listed at the end of this notice.
The Converter Station is
part of the Cross Sound Cable Project and was granted a
Certificate of Environmental Compatibility and Public Need on June 27, 2001, pursuant
Article VII of New York's Public Service Law by the New York State Department of
Public Service, Case # 00-T-1831. Because this project was reviewed pursuant to Article
VII, this action is Type II under the State Environmental Quality Review Act.

The applicant proposes to
construct 103 linear feet of bulkhead within a maximum of 26"
of the existing bulkhead; place 75 cubic yards of backfill; install a 6 ft. wide capping
boardwalk, an access stairway off bulkhead leading to a 6 ft. x 12 ft. platform; and,
remove the existing corrugated plastic pipe which diverts stormwater directly into Round
Pond and install a 12" diameter corrugated plastic pipe from the existing catch basin to
five new 8" diameter leaching pools. An overflow pipe will be provided which will allow
a discharge via a grassed swale leading to the pond in the event the pool capacity is
temporarily exceeded. The property is located at Middle Line Highway, Southampton,
